China will launch a portal website this year to offer Chinese learning courses and supplementary materials online to support Chinese learning across the world. It seems to me the government could play a valuable role in designating the energy issue as an urgent national priority and helping fund and coordinate efforts a la the Manhattan Project. What do we mean by that? Our aim is to identify strong candidates who either already have broad support in the netroots or who ought to have such support.
